Noway. The car would experience more drag. The energy of the wind turbine is far too little to charge the battery that would be fully exhausted in the end.

I need to know what a Hybrid car is for a bet. Is it a combination between a Car and a SUV or is it the combination between a fuel and electric engine?

Well, you can’t have a perpetual motion machine, as in the air flowing through the turbine is due to the forward motion of the car, sending power to the motor for forward motion.

But a wind powered car is possible.
